DOC has decided to run an open tender process as it is a transparent method to determine the most suitable tender for the grazing opportunity at Whareroa Farm.
This is a process implemented under Section 17ZG(2)(a) of the Conservation Act 1987, effective until 21 April 2023.
While the open tender process is in place, DOC will not be accepting licence applications.
Tenders are not an application for a licence. They instead allow DOC to consider options for grazing the area.
Tenders will be evaluated and then tenderers may be invited to apply to graze Whareroa Farm. Applications will be processed under a separate concessions process.
About the tender opportunity
Whareroa Farm is located near Paekakariki and is part of Whareroa Recreation Reserve. This area is administrated by DOC as a Recreation Reserve in accordance with the Reserves Act 1977, the Conservation Act 1987, and the Wellington Conservation Management Strategy 2019-2029.
The grazing opportunity is for an area of 171.53 hectares. This is just over a third of the greater Whareroa Farm.
Only sheep may be grazed and any grazing concession issued will be for a maximum term of 3 years.
The concession will be issued from February 2023 onwards.

Tender applications open 9 am Friday 18 November 2022.
Tender applications closed 5 pm Friday 16 December 2022.

2. Pay the fee
It costs $500 + GST to submit a tender. This is non-refundable.
Proof of payment is to be included in the application.

3. Submit your application by Friday 16 December 2022
You can submit your tender by email or letter.
You must include your:
- application form (Appendix 3 of the tender document and application form)
- tender that includes all information required in the tender criteria
- proof of payment.
The subject of your email/letter should be 'Whareroa Farm – Request for Tenders'.
