Resident
You're a resident if you're a New Zealand citizen (by birth certificate, passport, citizenship) regardless of place of residence, or a permanent New Zealand resident as those terms are defined in section 4 of the Immigration Act 2009.
Non-resident
You're a non-resident if you're not a New Zealand citizen, nor a permanent resident as those terms are defined in section 4 of the Immigration Act 2009.
You only need a Lake Rotoaira fishing licence if fishing there.
These licences apply to Lake Taupō fishing district – Lake Taupō and the tributaries flowing into Lake Taupō. No refunds if you buy a licence you don't need.
Get a ramp permit if using a ramp.
For fishing outside of Lake Taupō, see Fish & Game New Zealand.
