Various concession applications in the Sounds Foreshore Reserve
Have your say on a batch of concession applications (leases, licenses, and easements) in the Sounds Foreshore Reserve. Submissions close on 27 January 2026.

These applications are notified under section 17SC of the Conservation Act 1987. The Minister of Conservation has received the following applications from landowners for accommodation, utilities, and access structures for a period of up to 30 years on the Sounds Foreshore Reserve, adjoining their private land. 

Application details

These applications include existing activities, some of which were previously authorised under the Reserves and Other Land Disposal (ROLD) Act 1982. These are being processed together for administrative efficiencies, due to the similarities in these applications. Applications that required more risk-averse processing have not been included in this batched process.

The applications are summarised in the table below, including structures that were recorded on-site in 2020 ground-truthing site visits by Picton District staff.

How to make a submission

Any person or organisation may make a submission in writing to the Director-General on the proposal.

Submissions close 27 December 2026 at 11:59 pm.

1. Prepare your submission

Record what you think in the submission form. Be sure to specify which of the seven applications your submission relates to – or indicate if your comments apply to all of them.

Any person or organisation wishing to be heard at a possible hearing in support of their submission must request an opportunity to appear before the Director-General. This request must be included in your submission.

Note that a hearing typically includes oral presentations of submissions, followed by questions or discussion led by the Director-General or their representatives.

What happens next

After submissions close:

  • DOC will analyse and consider all submissions and comments on the applications.
  • A hearing will be held if there have been requests to be heard by the Director-General. If you have expressed an interest in presenting your submission at a hearing, you will be contacted by DOC regarding this.
  • DOC will analyse and consider information raised at the hearing if a hearing occurred.
  • DOC will make a recommendation to the Minister of Conservation.
  • The Minister of Conservation will make a decision on the applications.

Hearing details

If a hearing is required, they are likely to occur during the week starting 9 February 2026.

No details at this point. Details, such as submissions and the decision outcome, will be added when they are available.

DOC comment regarding publicly notified applications

The Minister of Conservation has made no determination regarding the suitability of this proposed concession on public conservation land. This public notification should not be interpreted as an intention on the part of the Minister of Conservation to grant the proposed concession.
